Provides an implementation of "Direct Internet Message Encapsulation" (DIME) as defined at http://search.ietf.org/internet-drafts/draft-nielsen-dime-02.txt Note : this specification has been superseded by the SOAP Message Transmission Optimization Mechanism (MTOM) specification.
